Adjust desktop size and position windows 7

I don't know if the screen or the computer cause the issue, but I did allready the following things WITHOUT RESULT:

We have an issue on a windows 10 machine, after we upgrade to Windows 10 we remarked that the screen resolution is not fit with the Samsung TV screen.
